Preheat oven to 400°F and line a baking sheet with parchment paper, wax paper or use a baking mat.
In a large mixing bowl, combine the dry ingredients: flour, baking powder, baking soda, salt, and sugar. Mix to combine the dry mixture.
Cut your butter into small chunks and then using your hands or wooden spoon, work the cubed butter into the flour mixture.
Add in the egg and milk. Mix the wet ingredients in.
Add in the chopped chives and grated cheese, and mix well to incorporate into the scone dough.
On a floured work surface, roll out the dough into a large circle, about 8-inches.
Cut the circle into 8 slices using a sharp knife and transfer onto a prepared baking sheet.
Lightly brush the tops of the scones with a bit of cream using a pastry brush.
Place the lined baking sheet right into the fridge and allow it to cool for up to 20 minutes if time allows.
Bake scones for about 20 minutes, or until edges start to turn golden brown.
